As-Is Building Rehab Program

The As-Is Building Rehab Program provides guidelines for offerors interested in rehabbing residential buildings or one commercial building. As-Is buildings are those that, since becoming abandoned and entering the LRA inventory, have received no additional investments beyond board-up and mowing, so these buildings can be in any level of disrepair. Offerors should arrange to visit the structure and develop a scope of work and budget before submitting an offer.


Building

Development Program

The Development Program provides guidelines for offers to purchase property for the rehab* and/or construction of any combination of the following:

  • Commercial buildings

  • Mixed-use buildings

  • More than 1 residential building

  • More than 6 residential units.

* Buildings that have received stabilization investments must be purchased through one of LRA’s Ready-to-Rehab programs, Prop NS or StabilizeSTL.

The General Lot Purchase Program provides guidelines for the sale of LRA lots for any purpose other than new construction, building rehab or development.


Construction Plan

New Construction Program

Approximately 85% of LRA properties are not buildings — they are lots waiting to be transformed into beautiful homes. The New Construction program provides guidelines for the sale of LRA properties for the purpose of new residential construction (one building, up to six units).


Secure & Stable

Ready-to-Rehab – Prop NS Secure & Stable Properties

The LRA has properties primed and positioned for rehabbers looking for a home to fix up. The Ready-to-Rehab Program Prop NS Sales Policy provides guidelines for the sale of residential buildings (up to six units) that have received stabilization investments through the Proposition Neighborhood Stabilization (Prop NS) ordinance for the purpose of building rehab and residential occupancy.


StabilizeSTL Buildings

Ready-to-Rehab – StabilizeSTL Buildings with Extensive Stabilization Investments

The Ready-to-Rehab StabilizeSTL Sales Policy provides guidelines for the sale of buildings that have received stabilization investments from public sources, including the Building Division’s Stable Communities STL program (Executive Order #76). Properties stabilized through the Proposition Neighborhood Stabilization (Prop NS) Program are not included in the StabilizeSTL Policy. StabilizeSTL properties are stabilized before arriving in LRA’s inventory, generally receiving more extensive stabilization investment


Side Lots

Side Lot Program

Many lots in LRA’s stewardship are too small to support new construction. These lots are made available and affordable to adjacent and contiguous property owners to be used as a “side lot” and expand personal property.

  • Provides a reduced price and streamlined application and sale process for LRA’s non-buildable lots.

  • Property owners adjacent and contiguous to eligible lots can expand their property for under $200.


Temporary Use

Temporary Use

For requests to use or access LRA property for a limited period of time, please submit a Temporary Use Application. If approved, applicants will be required to sign a License & Access Agreement (for use less than 30 days) or a property lease (for longer than 30 days). Examples of temporary use include events, parking, research projects, photography or filming, surveying and utility access.
